Project Summary: i-APS is recruiting senior positions for the USAID Bureau of Humanitarian Assistance (BHA) 5-year Sudan Monitoring Project (SMP). The purpose of the SMP is to provide third-party monitoring and evaluation services for United States Agency for International Development’s (USAID) Bureau for Humanitarian Assistance (BHA) funded humanitarian program activities in Sudan. These services will prioritize monitoring, verifying, and analyzing trendsin programs implemented in the regions of Task One (South Kordofan and Blue Nile states) and Task Two (Other inaccessible areas of Sudan).

Position description: Deputy Chief of Party (DCOP) must lead the overall technical design on the thir-party monitoring (TPM) methodology and data analysis. DCOP is responsible for responsible for the technical design of the TPM monitoring plan, design of data collection tools in line with USAID and international standards, leading engagement with IPs, and ensuring integrity of data and the overall monitoring system. The Deputy Chief of Party will also be responsible for managing the technical implementation of this project to ensure that the deliverables represent the outcomes of sound, ethical, and verifiable data collection and analysis.

Requirement: Candidate must be willing to relocate to Nairobi, Kenya.

Required Experience:

1. The Deputy Chief of Party must have at least five (5) years of progressively responsible experience related to Third-Party Monitoring; Monitoring and Evaluation of country wide or multi-year platforms.

2. Within the five (5) years of experience, the Deputy Chief of Party should have at least two (2) years of experience managing teams and at least one year of experience working in conflict zones and non-permissive environments.

3. The Deputy Chief of Party must have previous experience providing technical support to third party monitoring projects, M&E support projects, or evaluations.

4. Deputy Chief of Party must hold a bachelor’s degree in international affairs, social science, or a related field. A master’s degree in international affairs, social science, statistics, or a related field is highly desirable. Skills: The Deputy Chief of Party must have excellent oral and written English communication skills, analytic skills, interpersonal skills, team management skills.

Desired Experience:

1. The Deputy Chief of Party should have previous experience conducting quantitative and qualitative field research in conflict zones.

2. Previous experience working on programs implemented in Sudan, especially the Two Regions (South Kordofan and Blue Nile) is highly desirable.

3. The ideal candidate has prior experience working on USAID-funded projects and is familiar with donor landscape (USAID, BHA, humanitarian setting in Sudan).

4. At a minimum, must possess an advanced professional language proficiency level in English; Arabic language is a plus.
