Since 2018, i-APS has held successive Long-Term Agreements
(LTA/IDIQ) with UNOCHA for the provision of Third-Party Monitoring (TPM) in the Middle East and North Africa Region (MENA). For the UNOCHA contract, i-APS established a TPM system that applies structured and consistent protocols to each Implementing Partner (IP) engagement, based upon clear communications and effective delivery of field tasks.
This is a multi-donor country-based pooled fund, aimed at providing resources in non-permissive environments to IPs.
Since 2018, i-APS has successfully completed work on over 460 monitoring assignments and reports, engaging over
77 implementing partners undertaking field-based performance monitoring of
programs ranging from $120,000 to $8 million, carrying out over 8,000
beneficiary surveys, 600 KIIs, 300 FGDs and 300 observational checklists. All
implementing partners responding to a post-TPM satisfaction feedback
questionnaire were “very satisfied” with i-APS. i-APS is currently providing
TPM services to OCHA for over 70 IPs.
All TPM activities occur in complex and conflict settings, requiring i-APS teams to be context sensitive and flexible. i-APS maintains a readiness system to respond to UNOCHA task orders, including rapid deployment of teams within 2-3 weeks on average.
The i-APS HR and task order response system allows for the rapid deployment of teams that undertake a range of monitoring activities to independently verify and evaluate the delivery of activities and services of implementing partners. This includes both quantitative and qualitative methods of gathering evidence, including desk-based research; key informant interviews with IP staff, stakeholders, and program beneficiaries; as well as interviews with sectoral experts in the region, such as thematic or the UN coordination mechanism leaders.
