Isaac Niima is a seasoned Monitoring, Evaluation, Research, and Learning (MERL) professional with over eight years of experience directing data systems for humanitarian and development programs in Uganda and the Central African Republic. Currently serving as the Primary Technical Lead at i-APS, Isaac provides high-level oversight for Third-Party Monitoring (TPM) of critical donor-supported interventions in Sudan.


In this capacity, Isaac acts as the lead Subject-Matter Expert, ensuring that all monitoring activities—encompassing at least 50 monthly site visits across five states—exceed rigorous Country Office standards. He manages the end-to-end quality of technical deliverables, including Field Monitoring Reports (FFMs) and thematic deep dives, while translating complex client priorities into standardized, actionable guidance for field teams.


Isaac’s background includes key leadership roles as an Accountability to Affected Populations (AAP) Manager and a Consortium RMEAL Manager, where he specialized in multi-partner coordination and the development of integrated data systems. Known for turning raw insights into evidence-based action, Isaac is dedicated to ensuring that technical rigor translates directly into program quality and community impact.
