Position Overview

The Malaria Health Program Extender is a specialized technical role responsible for monitoring and supporting "last mile delivery" (LMD) of malaria commodities across the 5 Darfur States. As part of the Global Fund Malaria and RSSH Grant, this position ensures the availability of malaria medicines and RDTs in hard-to-reach areas. The role focuses on field-based oversight, ensuring that supply data from NGOs and implementing partners is integrated into the routine Health Management Information System (HMIS) and that storage conditions meet international standards.

Key Responsibilities

1. Field Monitoring and Supervision

  • Conduct regular LMD monitoring visits to targeted health facilities, specifically prioritizing those with low reporting rates or visibility-related issues.
  • Perform rapid assessments of last-mile delivery status at state, locality, and facility levels, including analysis of current capacity and stakeholders.
  • Ensure each health facility in assigned localities is visited at least once per month to verify supply receipt, distribution, and utilization.
  • Monitor and follow up on supply availability, coordinating with SMoH and NGO partners to address stock disruptions at warehouses and facility levels.

2. Planning, Coordination, and Partnerships

  • Coordinate with UNICEF Procurement and Supply Management ( PSM) and health officers to receive updates on the arrival and movement of malaria commodities.
  • Review the development of supply distribution plans and the outcomes of forecasting and quantification of malaria supplies at the state level.
  • Link malaria reporting from implementing partners and NGOs providing services with the routine HMIS system at the locality level.

3. Health Information Management, Assessments, and Reporting

  • Review, collect, and report routine malaria case reports, and the status of both routine and logistics R&R (Reporting & Requisition) tools.
  • Submit monthly routine reports to the HMIS department at the locality level and monthly consumption reports to States Medical Supply Fund ( SMSF).
  • Conduct on-the-job orientation and training on standardized data collection protocols and SOPs to ensure data accuracy.

4. Health Technical Programme Support

  • Check storage conditions of malaria supplies at the facility level and provide technical recommendations for improvement.
  • Review the process and outcomes of forecasting and quantification of malaria supplies at the state level.
  • Provide technical training to implementing partners on good practices in supplies management as required.

5. Coordination and Communication

  • Maintain regular coordination with SMoH, NGO partners, and UNICEF teams to ensure supply chain transparency.
  • Participate in state/locality level meetings to represent malaria commodity status and reporting indices.

6. Other Duties as Assigned

  • Perform additional tasks as required to ensure the successful implementation of the GC7 grant.
  • Assist in identifying disease burden through reporting of exact malaria indices (diagnostic tests and treatment).

Deliverables

  • Monthly Report: Detailed progress report due 15 days after month-end, documenting work done in each health facility, including facility visits, supply visits and results achieved
  • HMIS & SMSF Reports: Monthly submission of routine malaria reports to Health Management Information Systems ( HMIS) and consumption reports to SMSF.
  • Stock & Storage Reports: Monthly documentation of storage conditions and stock disruption alerts at the locality level.
  • Training Logs and technical documentation: Monthly summary of on-the-job training provided to partners on data protocols and supply management.

Experience and Qualifications

  • Bachelor’s degree in Pharmacy, Public Health, Management, or a related health degree.
  • Supply Chain Experience with specific experience in supply management and Last Mile Delivery (LMD) of malaria commodities.
  • Proven familiarity with routine HMIS (Health Management Information Systems), DHIS2, or logistics software
  • Governmental Coordination with previous experience working with or at State Ministries of Health (SMoH) or Locality-level health services/affairs.
